HSE COMPETENCY
APPRENTICESHIP PROGRAMME
This programme is an initiative from the Joint Manpower Industry Steering Committee (MISC) HSE Taskforce (Construction & Energy) under the Manpower Planning and Employment Council (MPEC) to enable local employees and i-Ready Apprentices in the private construction & energy sector to acquire professional certification and experience in HSE.
The programme is a combination of certification (IOSH Managing Safely / NEBOSH IGC Occupational Health & Safety) and relevant HSE experience in order to enable the participants to fulfil SHENA requirements for WSH coordinator and WSH officer job positions.

Assistance
BND$15,000 per company (max funding)
MPEC will provide funding assistance via SkillsPlus funding for eligible companies (construction & energy sector), as part of MISC HSE Pilot Programme for the following courses
- IOSH Managing Safely
- NEBOSH International General Certificate (IGC) Occupational Health & Safety

- Local workforce in the private construction & energy sector who has no or limited prior experience in HSE
- I-Ready apprentices in the private construction & energy sector

6. any other criteria required by the rto for the iosh managing safely / nebosh igc occupational & safety course
I-Ready
apprentices
in Construction & Energy Sector

4. for i-ready apprentices, companies need to submit proof of COE
5. Registered to tabung amanah pekerja (tap)

- Identify local employees / i-Ready apprentices to be enrolled into the pilot HSE Competency Apprenticeship Programme. For i-Ready apprentices, COE has to be provided in order for them to undergo the pilot programme
- Identify HSE certified coaches for trainees
- To monitor the progress of employees / i-Ready apprentices during course of training including ensuring adequate coaching is provided. To ensure employees / i-Ready apprentices undergo the necessary 2-years experience requirement
- To submit application for SkillsPlus Funding for the trainees to undergo IOSH Managing Safely / NEBOSH IGC Occupational Health & Safety training
- To submit local employees / i-Ready Apprentices registration application to SHENA once trainee is deemed to have adequate experience to become WSH Coordinator / WSH Officer
- Monitor the trainees’ e-logbook progress during the course of OJT via the SkillUP App
- Highlight any competence gaps to SHENA for further assessment
- Comply to the standard requirement for HSE Supervisor as outlined by SHENA
- Assess applicant’s eligibility & share list of successful applicants to L3C notification
- Deliver IOSH Managing Safely / NEBOSH IGC Occupational Health & Safety training & examination including practical
- Update trainees’ progress via e-logbook in SkillUP app during IOSH Managing Safely / NEBOSH IGC Occupational Health & Safety training
- Monitor the progress & performance of trainees during IOSH Managing Safely / NEBOSH IGC Occupational Health & Safety training
- Register to L3C as training provider. L3C will assess training venue & trainer capacity
- Receive SkillsPlus application via L3C Portal & forward registration data to
- MPEC Secretariat for funding assessment
- RTO for entry & eligibility
- Notify applicants upon successful application
- Activate trainees’ access to SkillUP app
- To recognize trainees as WSH Representative and issue a letter after the trainee has successfully completed the IOSH Managing Safely or NEBOSH IGC course
- To monitor WSH Representative through the e-logbook in order to ensure relevancy of the role preparedness
- To register & license successful WSH representative as WSH Coordinator / WSH Officer
- SHENA to inform to companies of nomination/or condition of approval
- Assess applicants’ eligibility & share list of successful applicants to L3C for notification
- Monitor the progress of trainees during the course of training with RTO
- Provide funding for IOSH Managing Safely / NEBOSH IGC Occupational Health & Safety for trainees according to set duration by RTO
