Basic Local Host Tourist Guide Course
Basic Local Host Tourist Guide Course is a programme under the Manpower Planning and Employment Council (MPEC), Prime Minister’s Office through the Manpower Industry Steering Committee (MISC) Working Group Hospitality & Tourism sector, in collaboration with the Ministry of Primary Resources & Tourism, Institute of Brunei Technical Education (IBTE) and Lifelong Learning Centre (L3C), Ministry of Education. This programme provides funding assistance for locals residing at the identified tourist attraction areas, who wish to reskill & upskill themselves by taking TOURIST GUIDE COURSES AS A BASIC LOCAL HOST
Course Objective
Tourist attraction areas have become a popular spot for domestic tourists, and locals residing in these areas can fill in the needs of tourism industry as their knowledge will be an advantage over regular tourist guides. Locals residing in the areas of the identified tourist attraction can become a tourist guide (freelance or under travel agent) by taking this course.
The course content has been specifically designed for basic local host tourist guides, which covers topics including:
Tourism Industry
Forestry Industry
Basic First Aid Course
Communication Skills
Customer Service
Tourist Guide Mechanics
Practical Guiding (on-site)
At the end of the course, the participants will have a good knowledge of his/her tourist destination and the basic practical skills to conduct local excursion tour guiding professionally, reflecting in the high standards of tour guiding, customer service, the ability to ensure safety and security in tourist guiding, and provide job opportunities to locals.

Course is open to
Locals who
- Residents at the designated tourist attraction area;
- Registered as recognized residents based on list from Majlis Perundingan Kampung (MPK);
- Have a minimum qualification of completion of Year 9/Form 3 Secondary Level Education;
- Age 18 years old and above (Under 18s require letter of consent from parents/guardian)
- Able to read and converse in basic Bahasa Melayu and English;
- Physically and medically fit.

- Verification letter from Majlis Perundingan Kampung (MPK) or Ketua Kampung

- Supporting letter issued by employer
Candidates who will join the program must sign an agreement form with the Government
Candidates are required to complete the course applied with a full attendance rate
Candidates are required to complete all assessments within the specified period
Candidates must give full commitment to complete the programme successfully
Candidate’s responsibilities:
Approved candidates will need to get permission from the MPEC Secretariat if they wish to withdraw. If they are found to have withdrawn without permission, actions will be taken including being required to reimburse the Government for all the costs that were funded for the course
Awarded candidates are required to obtain a permission letter for the MPEC Secretariat in order to be able to resign from the course, if they are found to have resigned without permission, actions will be taken including being required to reimburse the Government for all costs that have funded for the course
Training institutions:
Training institutions are responsible for monitoring the attendance & performance of candidates who are enrolled in their programmes
Training institutions are responsible for informing the MPEC Secretariat immediately of any candidate who withdraws from the program that they are enrolled in
Candidates are not allowed to defer the course before obtaining permission from the MPEC Secretariat. To obtain permission for deferment:
- Application letter for the course deferment along with reasons stated
- Permission to defer from the training institution
Candidates who have been awarded for funding under this programme are required to reimburse the cost of the course funded if:
Withdraw from the course without obtaining permission from the MPEC Secretariat
Defer the course without obtaining permission from the MPEC Secretariat
Had unsatisfactory attendance to the training programme without proper permission and reasonable justification; and
Did not provide accurate information when submitting the application form
Candidates who failed are required to report to the MPEC Secretariat, no later than three (3) days after receiving their results from the training institution.
If candidates are required to re-sit for any assessments or repeat subjects (Repeat Unit) under the programme, they must obtain permission from the MPEC Secretariat
For candidates who failed and are given permission from the MPEC Secretariat and the training institution to re-sit their assessment or repeat subjects , the candidate must continue their studies in the same course and place and are not allowed to defer
Candidates who failed and wish to re-sit the examination paper are allowed a maximum of one (1) time re-sit during the period of study
