    *NOTICE* : REGISTRATION IS CURRENTLY CLOSED

    (Updated on 11 December 2021)

    It is an initiative under the Learn and Grow Program by the Manpower Planning and Employment Council (MPEC), Prime Minister’s Office, supported by the Ministry of Finance and Economy and the Brunei Darussalam Institute of Certified Public Accountants (BICPA). It provides funding assistance to local jobseekers and local employees including iReady Apprentices in the private sector who meets the program requirements to acquire professional certification in accounting and finance specifically in Foundation in Accountancy (FIA), Certified Accounting Technician (CAT) and Association of Chartered Certified Accountants (ACCA).

    What is it all about?

    Foundation in Accountancy (FIA)
    Certified Accounting Technician (CAT)
    Association of Chartered Certified Accountants (ACCA)

    OPEN TO

    Locals with

    • Bachelor Degree / HND / TVET in relevant field, finance and accounting will be given priority
    • 'A' Levels in accounting
    • 4 'O' Levels with at least credit C in Maths and English

    Locals with relevant work experiences

    • Locals who have successfully secured employment or iReady apprenticeships at the participating private companies such as Registered Audit and Accounting firms, Banks, Financial Institutions, GLCs, FDI etc
    • *Note: Candidates needs to be assigned to a registered professional mentor who are qualified accountants throughout the duration of the program*

    ELIGIBILITY CRITERIA

    Jobseekers

    • Age 18 - 45 years old
    • Registered with JobCentre Brunei (JCB)

    Local employees / I-Ready in the private sector

    • Age 18 - 45 years old
    • Employees / iReady Full-Time
    • Registered & contributing to Tabung Amanah Pekerja (TAP)
    • Support Letter from Employers

    Employing companies

    • Private companies including Registered Public Accountant Firms and relevant companies registered with BICPA
    • Registered & contributing to Tabung Amanah Pekerja (TAP)
    • Registered with JobCentre Brunei (JCB)

    FUNDING ASSISTANCE

    • Tuition fees including any exemption fees
    • Course registration fees (BICPA & UK)
    • Examination fees (up until 1 re-sit only)
    • Membership registration fees for a period of 3 years (Provisional members)
    • Transportation allowance of BND$58 (according to course duration)
    • Subsistence allowance of BND$300 per month according to course duration (applicable to jobseekers only)
    CANDIDATE'S RESPONSIBILITY

    FAILURE IN STUDIES OR REPEATING A SUBJECT
    CANDIDATE'S RESPONSIBILITY
    1. Candidates who will join the program must sign an agreement form with the Government
    2. Candidates who apply will be interviewed, if required, subject to the BICPA
    3. Candidates are required to complete the course applied with an attendance rate that must exceed 85%
    4. Candidates are required to sit for all the examinations within the specified period
    5. Candidates must give full commitment to completing the training program successfully

     

    WITHDRAWALS

    Candidate’s responsibilities

    • Approved candidates will need to get permission from the MPEC Secretariat if they wish to withdraw. If they are found to have withdrawn without permission, actions will be taken including being required to reimburse the Government for all the costs that were funded for the course
    • Awarded candidates are required to obtain a permission letter for the MPEC Secretariat in order to be able to resign from the course, if they are found to have resigned without permission, actions will be taken including being required to reimburse the Government for all costs that have funded for the course

     

    Training Institution’s responsibilities

    • Training institutions are responsible for monitoring the attendance & performance of candidates who are enrolled in their programs
    • Training institutions are responsible for informing the MPEC secretariat immediately of any candidate who withdraws from the program that they are enrolled
    COURSE POSTPONEMENT

    Candidates are not allowed to postpone the course before obtaining permission from the MPEC Secretariat.

    How to obtain permission:

    • Application letter for the postponement of the course along with the reasons for the postponement
    • Permission to postpone a course from a training institution
    CHANGING ASSIGNED COMPANY

    For candidates who are i-Ready Apprentices or local employees who are currently working in the Registered Public Accountant Firms or any private agency, they are not allowed to change their place of work or assigned company during the course period except:

    • The designated company was declared bankrupt

    • The designated company violated the laws of the Government of Brunei Darussalam

    If the above matters occur, the candidate must inform the MPEC Secretariat immediately.

    The candidate is also responsible for seeking employment or placement in any Registered Public Accountant Firm or seeking employment or placement in any private company that requires financial or accounting professionals in Brunei Darussalam, to ensure that one of the components of the training program that is workplace learning will be able to continue.

    The MPEC Secretariat and the Ministry of Finance and Economy will also assist in ensuring that the candidates can be placed and will be able to continue the course until completion.

    REIMBURSEMENT TO THE GOVERNMENT

    Candidates who had been approved for funding under this program are required to reimburse the cost of the course funded if:

    • Withdrawn without obtaining permission from the MPEC secretariat
    • Postponed the course without obtaining permission from the MPEC secretariat
    • Did not attend the course completely without permission & reasonable excuse
    • Resign from work while taking a course
    • Failed to provide appropriate explanation and information when submitting the application form
    FAILURE IN STUDIES OR REPEATING A SUBJECT
    1. Candidates who failed are required to report to the MPEC Secretariat, no later than three (3) days after receiving the failed result from the educational institution.

    2. If candidates are required to repeat subjects (Repeat Unit) under the program, they must obtain permission from the MPEC Secretariat.

    3. For candidates who failed one subject and are allowed to repeat (Repeat Unit) by the MPEC Secretariat and the training institution, the candidates must continue their studies in the same course and place and are not allowed to postpone the course.

    4. The fee for repeating the examination paper will be borne by the Government for a maximum of one (1) subject only during the period of study. Payment for the examination for any failed subjects after the maximum number shall be borne by the candidates where the candidates are advised to complete their studies until they obtain a professional certificate.

    5. If the candidate is found to not to sit for the repeat examination within the period set by the MPEC Secretariat, then the candidate is required to reimburse the cost of funding to repeat the course including the cost of the examination. Any future application from the will also not be considered.
