    It is an initiative under the Learn and Grow Program by the Manpower Planning and Employment Council (MPEC), Prime Minister's Office, supported by the Lifelong Learning Centre (L3C), Ministry of Education. It provides funding assistance to local jobseekers and local employees in the private sector including freelance workers to reskill and upskill themselves by taking courses that are less than one year offered in the L3C portal.

    • Local jobseekers including freelancer
    • Locals employed in the private sector
    • i-Ready apprentices

    FUNDING ASSISTANCE

    Under SkillsPlus, the Government will fund training fees and examination costs that fulfills the following criteria

    • Training duration of less than 12 months
    • Courses offered through the Lifelong Learning Centre (L3C), Ministry of Education
    • Courses are aligned with industrial needs
    • Courses are recognized by any related industry or agencies such as Brunei Darussalam National Accreditation Council (BDNAC)
    How to apply?

    The funding assistance will be capped and the maximum limit for the assistance are as follows

    BND 1,000 per applicant

    BND 15,000 per company

    SkillsPlus participants are required to sign an agreement with the government (MPEC URP Form) upon approval of their funding applications

    WITHDRAWALS

    Applicant’s responsibilities

    • Approved SkillsPlus participants who wishes to withdraw from the training course that they have applied for, are firstly required to seek prior written approval from the MPEC Secretariat. Participants are not allowed to withdraw immediately and without prior written approval.
    • If the SkillsPlus participants are found to have withdrawn from the training course without prior written approval, consequence management and action may be taken including reimbursement of any training fee cost incurred by the Government in relations to their application.

     

    Training Provider’s responsibilities

    • To consistently monitor the attendance and performance of their program participants including SkillPlus participant
    • To provide attendance and performance report to the MPEC Secretariat, where necessary and as specified by the MPEC Secretariat
    • To immediately inform the MPEC Secretariat of any withdrawals , ‘no show’ and/or unsatisfactory attendance or performance of SkillPlus participants within their programs. Training providers may reach the MPEC Secretariat at mpec@jpm.gov.bn
    COURSE DEFERMENT (TO DELAY OR POSTPONE)

    Approved SkillsPlus participants who wishes to defer the training course that they have applied for, are firstly required to seek prior written approval from the MPEC Secretariat whereby participants are required to submit the following:

      • Letter of application to defer their training course including reasons/justification for deferment
      • Written approval/Letter from the training provider to defer participation to the training course

     

    • Participants are not allowed to defer their training without prior written approval from the MPEC Secretariat
    • If the SkillsPlus participants are found to have deferred their training without prior written approval, consequence management and action may be taken including reimbursement of any training fee cost incurred by the Government in relations to their application
    CHANGE OF EMPLOYERS/WORKPLACE

    In the event that the SkillsPlus participants moves jobs (either to the government sector or any other private company) during the course of the training program, the participant are required to:

    • Continuously attend the training program until successful completion
    • Update the MPEC Secretariat with their new employer information and their employment start date with their new employers
    REIMBURSEMENT TO THE GOVERNMENT

    Approved SkillsPlus Participants are required to reimburse any training fee cost incurred by the Government should any of the following occurs:

    • Withdrawing from a training course without obtaining written approval from the MPEC Secretariat
    • Deferring a course without obtaining written approval from the MPEC Secretariat
    • Unsatisfactory attendance to the training program without proper permission and reasonable justification
    • Found to be working in the Government Sector and did not provide true and correct information when submitting the SkillsPlus application form
