Language Course for Tourist Guides
A programme under the Manpower Planning and Employment Council (MPEC), Prime Minister’s Office through the Manpower Inudstry Steering Committee Working Group (MISC-WG) Hospitality & Tourism sector, in collaboration the Ministry of Primary Resources & Tourism (MPRT), UBD and Lifelong Learning Centre (L3C), Ministry of Education. This programme provides funding assistance to licensed tourist guides including freelance tourist guides under the Ministry of Primary Resources & Tourism who wish to reskill & upskill themselves by taking language courses.
Course Objective
This programme is custom designed for foreign language learners, who has minimum knowledge in the languages. The programme not only introduces the standard language, but it also encompasses the respective cultures as well, which includes the etiquette of communication (formal and informal forms) and local customs and traditions.
This programme is specially designed to give learners confidence they may encounter in everyday tourism industry situations.
Learners can expect to be able to:
- Communicate with clients in the respective international language
- Describe Brunei’s culture and its surroundings
- Make suggestions and recommendations
- Ask & answer questions

Course is open to
Licensed Tourist Guides, including freelancers, who:
- Have certification from recognized institutions under the Ministry of Primary Resources & Tourism
- Registered as licensed Tourist Guide at Ministry of Primary Resources & Tourism
- Currently holds an active Tourist Guide license

Freelance tourist guides
- Copy of Identity Card (IC)
- Copy of Passport
- Copy of Tourist Guide Certification from Laksamana College of Brunei (LCB)
- Copy of valid Tourist Guide License issued by Ministry of Primary Resources and Tourism
Full time tourist guides
- Copy of Identity Card (IC)
- Copy of Passport
- Copy of Tourist Guide Certification from Laksamana College of Brunei (LCB)
- Copy of valid Tourist Guide License issued by Ministry of Primary Resources and Tourism
- Supporting letter issued by employer to attend the course
Candidates who will join the programme must sign an agreement form with the Government
Candidates are required to complete the course applied with an attendance rate of minimum 95%
Candidates are required to complete all assessments within the specified period
Candidates must give full commitment to complete the programme successfully
Candidate’s responsibilities:
Approved candidates will need to get permission from the MPEC Secretariat if they wish to withdraw. If they are found to have withdrawn without permission, actions will be taken including being required to reimburse the Government for all the costs that were funded for the course
Awarded candidates are required to obtain a permission letter for the MPEC Secretariat in order to be able to resign from the course, if they are found to have resigned without permission, actions will be taken including being required to reimburse the Government for all costs that have funded for the course
Training institutions:
Training institutions are responsible for monitoring the attendance & performance of candidates who are enrolled in their programmes
Training institutions are responsible for informing the MPEC Secretariat immediately of any candidate who withdraws from the program that they are enrolled in
Candidates are not allowed to defer the course before obtaining permission from the MPEC Secretariat. To obtain permission for deferment:
- Application letter for the course deferment along with reasons stated • Permission to defer from the training institution
Candidates who have been awarded for funding under this programme are required to reimburse the cost of the course funded if:
Withdraw from the course without obtaining permission from the MPEC Secretariat
Defer the course without obtaining permission from the MPEC Secretariat
Had unsatisfactory attendance to the training programme without proper permission and reasonable justification; and
Did not provide accurate information when submitting the application form
Candidates who failed are required to report to the MPEC Secretariat, no later than three (3) days after receiving their results from the training institution.
If candidates are required to re-sit for any assessments or repeat subjects (Repeat Unit) under the programme, they must obtain permission from the MPEC Secretariat
For candidates who failed and are given permission from the MPEC Secretariat and the training institution to re-sit their assessment or repeat subjects , the candidate must continue their studies in the same course and place and are not allowed to defer
Candidates who failed and wish to re-sit the examination paper are allowed a maximum of one (1) time re-sit during the period of study. Payment for the examination for any failed subjects after the maximum number shall be borne by the candidate where the candidate is advised to complete the course until they obtain certification.
